Dr. Robert Bish – Professor Emeritus, University of Victoria, where he was Professor of Public Administration and Economics from 1981 through 1998. He was also Co-director of the Local Government Institute from its establishment in 1995 through 2002. He is currently the Academic Chair of the Board, Tulo Centre of Indigenous Economics.

Johnny Carline – From 1996 to 2012, Johnny Carline was Chief Administrative Officer of Metro Vancouver. In that position he developed Vancouver’s Sustainable Region Initiative, an integrated set of plans covering land use, utilities, parks, health, housing, air quality and food for the Greater Vancouver region. Before that he held a series of senior planning positions in Toronto, Vancouver, Richmond and Surrey. He is retired and living in Metchosin.
